Yes, both NSF and UNATCO kill, they do so for different reasons. Both believe that what they are doing is for (their vision of) the greater good despite their "evil" methods. Does that make them evil or good? Or does that make them somewhere in between? Besides evil and good is so subjective I somewhat abhor using the term in debates. And when killing is justified, is another debate that could fill up tens of pages of RU-vid comments.
I don't understand what you're disagreeing to, because my previous comment had no statements, just some questions. Regardless, I agree with most of what you said, our divergence is based on whether doing something evil, without knowing it or actually thinking it's a good deed, makes you an evil person or not. And that sorely depends on one's own definition of an evil person, which is pretty hard to define.
