Needs to be 1/3 (R). 1/3 (D), 1/3 independent/unaffiliated. They are supposed to be as competitive as possible, regardless of party affiliation or ethnicity. In my state there is no limit on the number of times the independent citizens redistricting commission can send proposals if the legislature rejects them. People can review and comment on the proposals before the commission decides.
There should be rules that must be followed in drawing districts. IE: A city is split into multiple districts only when the population is too large to fit into a single district. At least one of those districts must be entirely within the city. The priority of drawing lines must be in the following order: city limits, county limits, natural boundaries(such as rivers or lakes, man-made boundaries(in this order: Interstate, US highways, railroads, state highways and roads, county roads, and finally city roads). Simple rules that would eliminate gerrymandering.
