In the original timeline, the Omnitrix is already simplistic so it should be straightforward on how to use it without a manual. Other functions like the randomizer and master control are usually just Ben found them because he's been effing around with it. Or considering Max is its intended user, Xylene would have instructed him on how to use if it wasn't for Vilgax. But the reboot is kinda bonkers with its Omnitrix kept on upgrading itself every couple of weeks (if the entire reboot took place over a single summer.)

I think the instruction sheet is the original playlist. Azmuth left the playlist with the galvan in it because he thought Max would be smart enough to use grey matter to learn how to operate the device and unlock master control as ken did in ken 10 episode.

I imagine being the smartest and knowing the dangers and the fact vilgax wants it im sure he figured if he just left instructions to the most powerful weapon ever created would be a danger cause if it ever got stolen anyone can figure out how to use it and it'd be a huge danger to everyone in the galaxy with all that power unchecked and in the hands of someone who would misuse it

My personal belief is that he didn't send instructions because they weren't really needed you say the Omnitrix is a complex device but really unless you want to know the master control you don't need to know much it's very simple you press the button on the thing you switch the watch face around till you get the alien you want and then you press down on the watch face and you become the alien it's very simple if you want to transform back while you're transform you do the thing that you did to transform in the first place press down on the watch symbol you transform back into a human the only thing that you would need instructions for is activating the Master control which azimuth didn't want Ben to have anyway
