Most oats no, not because they have gluten but because they were manufactured at a facility that makes gluten products and they may not clean the machines when making different products. I like the Bob’s Red Mill brand since most of the things they make are gluten free so I trust that they don’t have cross contamination
I know this is two years old, but just an FYI, @Rosco said is correct, but also gluten is on oats because of where they are grown. If there are wheat, rye, or barley fields in the wind stream, the oats will have gluten. Have you heard of The Gluten Watchdog? She is a good one to follow.
