Different Kinds of Hackle 

depends on the streamer and exactly what part of the streamer you're tying, and sometimes doesn't even matter. a matuka could be tied with either or, as could the wing of a black ghost or similar, though both are traditionally rooster hackle, though the throat of a streamer is usually a softer webbier hackle and one couldn't very well get away with a substitution.
