1. You need crossovers. They cut low frequencies for tweeters and cut high frequencies for woofers. single speaker driver cant reproduce whole frequency range (20hz-20khz) without distortion at certain points, they can reproduce just some piece of range well (80hz-3.5khz for woofer, 3.5khz - 20khz for tweeter or something like that, that depends on driver parameters). 2. general rule: passive radiator should be the same or 1.5 -2 times bigger than woofers cone area, so you need at least one more radiator or bigger one instead. 3. Different size/type speakers should not be in the same box. Make an inner enclosure for tweeters or use closed type tweeters. Now your tweeters work like passive radiators too and sound gets distorted. 4. Completely seal the box if you are using passive radiators. Your radiator isn't moving as it should. Any leaks in a box (through buttons, speaker edges, aux, dc sockets, ect.) makes your box to whistle as well. This should improve sound quality a lot.
I was thinking exactly what you wrote. But you beat me to it. I usually use 2 passive radiators the same size as the woofer. For example if I'm 1 4 inch woofer. I'll use 2 4 inch passive radiators. The bass is nice and deep for a small woofer.
