How do you decide how low (the 11 inch length) of your dart? Do you measure a point from the top of the pants when they're on to a specific point on your hip ?

A better alteration would be to first remove the waistband between the side seams and the back. Then cut through the middle of the back waist band. Next, you take in the side seams and back seam so the pants fit you properly. Last, you sew the back waistband seam to fit and reattach the waistband to the pants.

I learnt how to sew in high school (over 10 years ago!) and have been building on it as a hobby ever since x x

Did you cut the excess fabric or just leave it?

For these I didn't and just ending up sewing them down to the top section so they stay flat. If they were larger I probably would've and then zig zagged the edge so it doesn't fray.
