Can i use the usbc to usbc to replace the usbc to lighting cabble???.. or i had to buy a new one~~?? Because IM using Samsung phone

Yes, there's a usb-c to usb-c cable included specifically for Android phones. I have a Google Pixel and use that cable

Yes, when the DJI Neo is paired with the rc-n3 remote control it has a maximum transmission range of 10 km. That said, you probably wouldn't want to fly it that far, but it definitely makes the signal better if you're flying in built-up areas.
