Grounding a raco raised steel cover is an important safety measure to protect against electrical shocks and ensure the safety of individuals and electrical equipment. However, it's crucial to clarify what you mean by "raco raised steel cover" as there are various types of electrical enclosures and covers produced by different manufacturers. Raco is a brand that manufactures electrical boxes and covers.
If you are referring to an electrical box cover made by Raco, the specific grounding requirements may depend on the design and intended use of the cover. In general, metal electrical boxes and covers are typically grounded to ensure electrical continuity and safety.
Here are some general guidelines for grounding a raised steel cover:
1. *Check the manufacturer's instructions:* Raco or any other manufacturer will likely provide guidelines on grounding their specific covers. Always follow the instructions provided by the manufacturer.
2. *Grounding conductor:* Ensure that the electrical box, to which the steel cover is attached, has a grounding screw or a grounding lug. This is usually a pre-tapped hole located inside the box. Use a green grounding screw or a grounding pigtail to connect the grounding conductor (typically a green or bare copper wire) to the box.
3. *Grounding the cover:* Depending on the design of the raised steel cover, there might be a separate grounding point or connection on the cover itself. If so, follow the manufacturer's instructions to connect the grounding conductor to the cover.
4. *Grounding wire connection:* The grounding conductor coming from the electrical panel or another grounded source should be securely connected to the grounding point on the cover or the electrical box using appropriate connectors or screws.
5. *Ensure proper electrical connections:* Double-check all electrical connections to make sure they are tight and secure to maintain a reliable electrical bond.
6. *Electrical code compliance:* Follow the electrical code applicable to your area or jurisdiction. The National Electrical Code (NEC) in the United States, for example, provides specific requirements for grounding of electrical enclosures and covers.
To ensure the safety and integrity of the electrical installation, it's always best to consult a licensed electrician or a qualified professional who can assess the specific situation and ensure proper grounding based on the local electrical code and best practices. Electrical work should be taken seriously as improper grounding can lead to dangerous situations.

I like to bond the box in case the outlet is replaced with a non-self-grounding type in the future. Also, covers tend to get tweaked by people like painters who may not tighten the screws back up properly or strip them.
