Well the Doctor had already seen the Watcher at this point, and we ‘d seen the Master’s new form so not sure what the intent would have been? I prefer the cliffhanger as it went. Also what happened to the Masters shrinking method of killing? They’ve definitely missed a trick in the new series not having that as his/her trademark, nasty, but great if you’re a kid!
