When it comes to our salvation from sin, we are totally incapable of saving ourselves (Romans 3:23; Romans 6:23; Isaiah 64:6). Thankfully, God helps the helpless through Jesus (Romans 5:8). Jesus paid the penalty that we could never pay ourselves (2 Corinthians 5:21).
Salvation aside, this phrase actually does make sense logically. We shouldn't sit and do nothing under the pretense of "waiting on the Lord." When we ask God to help, we have to be ready to take action (1 Corinthians 10:13). We'll never learn how to live if we just wait for God to do all the work.
