It might work somewhat if you added a stream of misted water that could join the particle stream of the dry ice, the water crystallizing and freezing over whatever the spray lands on?

Had exactly the same thought and came down to post this. I was thinking either using an ultrasonic humidifier or even just a high pressure mist spray. The challenge would be stopping the co2 from freezing it in the nozzle but it would make it even colder as it would probably coat whatever you sprayed it at with a thin layer of ice. It would probably take more heat out of the target as the phase change of the ice crystals melting on the target would draw out a lot of energy and the specific heat capacity of the water will be higher than the CO2... Cool project though!

You could have it below the point of freezing then the travel and impact with the object brings it up to freezing temperature

agree. you should put something in there that sprays water so you actually get ice. And Maybe use liquid Nitrogen/Helium instead of dry ice, so it gets much colder.

I think how the ice gun works is that ice guns shoot water and a freezing source - when the minute amount of water makes contact it would freeze on the subject and the build up of water and ice would cause the the subject to be immobilized

Really cool! But when looking at Mei's gun, you don't need to actually freeze what it is that you're aiming at. If you look at the actual in-game animations, it's much more like she's causing a build-up of frost on her enemies, which explains why they slow down and eventually can't move for a couple seconds. The ice builds up to the point where they can't move, then a combination of their body heat and struggling breaks through the relatively thin layer, which is also shown in the thawing animation; note how you HEAR them breaking out of the ice, not a silent thawing as their bodies return to their normal state. A closer example would be that thing where you leave a water bottle in the freezer, but it's still liquid when you pull it out until you flick the bottle or open it a little too roughly. The King of Random did some testing with that a while back, and they were able to pour the water out and have it instantly freeze into stalagmites on the ground where they poured.

Bit of a stretch but if you get those flat magnets sick a tube around one and drop another in so they try to stay away from each other make that bigger and find a way to modify how strong the magnet is you could make a elevator
