Don't get fined! Understanding UK TV licenses for expats

All this time I thought this was a meme, like an exaugurated fun bit of how many things get taxed in the UK, but this is actually real?!?

The question is if you pay on monthly basis for some of the programs you would like to watch or you pay an annual license fee and you can watch it for free. If you had to pay both this is ridiculous...

I heard about TV license in a very old sitcom, and I thought it was a joke !

No one can fine you because by law no one can come to your house/flat and investigate this joke, enjoy watching and ignore especially if you live in central London.
