To be fair, and I am saying as someone who hopes trump will rot in jail, what the chief of staff said isn't a problem if the sentence would have been well constructed. I am pretty sure the "We do that all the time" means here that the U.S. negotiate with other countries. Like we give you X stuff you give Y stuff. For example it can be economical, or preserve peace somewhere. The source of the impeachment here is that trump using this for himself for a political advantage against a rival politician, dealing with a foreign country. That is where the criminal activity begins.

Treason is oddly specific, as defined by the Constitution. It requires an *overtly* traitorous act with two or more direct eyewitnesses. Even an attempt at being sneaky about it means it's not treason. It's an example of a law that made some sense when created, but translated extremely poorly to our modern world. Particularly when you consider the disturbing trend toward following the letter of the law over the spirit of the law.
