This song is Dust Man's theme from Rockman 4MI.
ギガゾンビの逆襲 (Gigazonbi no Gyakushū) means "Gigazombie's Counterattack," but I've also seen people call this game "Attack of the Giga Zombie." Pretty sure that latter name is erroneous, but there it is in my description for SEO purposes.
This is the song that plays on the world map for Chapter 3, which takes place underground. It's more of an interconnected series of caves than a "hell".

But Dust Man in Rockman 4 MI can suck up pretty much everything, heal himself and spit them back out(save for the little toads Toad Spell generates; those are his weakness)... So anything used against Dust Man would be ineffective and, in some cases, harm the user (like Rush Cannon).
