Joshua Cochran well cell didn't really kill Goku, more like Goku sacrificed himself. Had gohan decided to kill Cell instead if mess with him, goku would of never needed to die lol

So yeah, he still can beat Frieza without absorb citizen's life. Post-ROF Frieza however, even in his 1st form, claps any Cell's version.

Goro Harumichi98 if you count vegeta beating him than you have to count vegeta beating cell when cell had to beg to let him absorb #18. Cell also was killed by trunks in the future. I don't care if it was not the same cell. He also lost to android #16 and was loosing to trunks but vegeta got in the way. So counting vegeta beating him is nothing because really frieza killed him and would have done it again if whis did not rewind time. plus according to the story mod frieza roasted cell and put them hands on him before he joined frieza

A single attack from a none serious none powered up first form Frieza (I say he didn’t even use 100% of the first form because in Z he shows that he’s usually suppressing even that when he has armor on) was enough to take out Piccolo who’s definitely beyond super perfect cell level because he was rivaling 17 more than half a decade ago and has been training ever since. And that’s just revival of F Frieza, the current one increases his power tremendously to the point where he stood up to SSB goku who had multiple zenkai’s, training sessions and HBTC uses. Even first form Frieza can kill cell if he gets serious and cell would have no way of absorbing someone far superior to him because Frieza isn’t a cocky smart ass like he was in namek.
