That was his martial arts in the monster form, but is no feat since Saitama can't even play sports. Garou doesn't have clear Battle IQ moments only skill at coping techniques.
Garou is a top martial artists tho, goku got experince, but garou is the one who is considered a genius of martial arts, while goku is excellent but people like tien are better at martial arts than him he js better cause he is a saiyan.,@SergioRodriguez-bx3ot

Vegeta at this point isn't low multi. He wasn't match for Buuhan,neither for Kid buu,and Beerus violated him,Vegeta definiately doesn't scale to neither of these
