I think Beyonce acts as a mentor for Chloe & Halle but ultimately lets them decide what they want to do with their own musical careers, Ever since they started releasing music they've always gotten Beyonce comparisons so maybe that's why Beyonce doesn't really want to step in or interfere too much, she might be trying to let them come into their own by themselves. I think she definitely could promote them and their music more though.

Drake screwed over a Jamaican artist called Popcaan so bad. Made Controller with Popcaan then omitted that version from his album. As a Jamaican this still upsets me till this day.
