Drug emergency declared for city of Portland

Oregon Gov. Tina Kotek has declared a drug emergency for the city of Portland just a few years after it became the first state in the nation to largely decriminalize drug use. There was hope that this move and a more humane approach to people who use drugs would curb addiction, but officials and some residents say they are frustrated. CBS News' Adam Yamaghuci has more.

We have pretty bad drug problem in my city (different state) too and there is no decriminalization here. I think they had a good intention but they failed somewhere

And why is there no leadership to legislate reversal???? The MAJORITY of hardworking taxpayers have watched as their quality of life slips away. The laws were not adhered to, they didn’t investigate people living on the street to see if they were legal residents, had any property or resources such as Pensions, SS, etc. to contribute to sustaining themselves. People behaved illegally and abominably- destroying and defacing public property, and not held accountable. Police, who did tremendous work upholding the law, while keeping the lid on an extremely volatile pressure cooker, were initially denied the support of the feeble 1:57 , but worse, the DA whose purpose is to function as an officer of the court, arbitrarily refused to prosecute those arrested. He’s elected, by the way, so should have been functioning for the good of the whole. It is great a person got off drugs and it now leading a productive life. I applaud and congratulate them. Why is an entire City held hostage because someone has chosen the route to addiction??? The law, however, needs to be reversed. A once vibrant, modal City has been erased. Downtown had businesses blocked with street dwellers, garbage was everywhere, and there were gunfights in broad daylight. The City’s funds have to be dispersed because these addicts cannot cleanup after themselves. Parks, buildings, historic statues will cost a fortune to bring back. The businesses had to not only endure huge declines (if not closures) the Mayor raised their taxes to pay for his atrocious policies and unprincipled leadership. The political system needs rebalance. Honest, hardworking taxpayers, who try to keep rooftop over their head, food on the table, and provide a good education for their children, are asked to also pony up for others people’s (the minority) bad choices. Why are they being held accountable?? Portland was not a City without service before accommodating indigents camping out (in City provided tents). The idiotic change in the drug laws overwhelmed them. You can be sympathetic to the plight of others, but there is a fiduciary responsibility to the Citizens and Businesses that built the place and made it work. The open drug laws just attracted more people with problems (many, like the gun wielders, not from Portland, nor even Oregon. It had some measure in raising the cost of housing. So, too, did property owner/property management unbridled greed. It’s the natural progression of an ill thought out piece of legislation. Let’s see if anyone can reel it back and put the City of firm footing.

Its not legalization, and that's the problem. This is decriminalization, which I've never liked because people still have to buy their drugs from shady drug dealers that could do things like lace your cocaine with fentanyl. Legalization would make it so we could have actual regulation, which means we could cut down significantly on the harms associated with hard drug use. You could limit peoples supply, and the supply would be guaranteed to be clean.

Exactly. If the success rate of this law is anywhere below 80% after three years, it’s an utter failure. One anecdotal success story doesn’t make a difference here.

Portland tried to implement successful drug programs from other countries however they made a crucial/critical miscalculation. They didn't take into account that Portland had a very healthy population of self-victimized Narcissists and Sociopaths.

It means drug overdose deaths went from 280 in 2019 to over 1000 in 2022, the latest data. Good going Oregon, what could possibly go wrong?

While I am certainly happy for the young woman who escaped addiction, unfortunately she is the exception and not the rule. Portland has been destroyed by its very own Progressive Activism. What a terrible shame as it used to be such a beautiful thriving City.

A sanctuary state which decriminalized drugs asked for the problem. We have drug cartel, increasing crime, human trafficking and major drug problems. I just read an article that says out of the thousands and thousands that received a $100 fine, which could be waived if getting help, less than 100 have. I wonder how many are just rackin up fines? As a lifelong Oregon resident, I am ashamed at what our once beautiful state has become. 7 counties up north are "ruling" our entire state.

Ever since they decriminalized drugs here in Portland... When I get home and check my shoes for poo which I have to do a lot more often now, sometimes it's not canine, but human. My local grocery store now has more security guards than cashiers.

@@InvisibleHole Yes and no? We have long been part of international trafficking between Canada and Mexico due to i-5 running through the city. Previously people mostly did drugs in houses, there were spots where you were always running across needles, but now its so much worse. The homeless population has exploded, I now see people doing things like smoking fentanyl on mass transit, sleeping in doorways, pooping in those same doorways etc.

I couldn't imagine being on that stuff. My life is difficult enough - to put it LIGHTLY. I'm grateful to have a roof over my head and access to food most nights. Scraping by, but I get by. I always tell anyone thinking about using heroin or fentanyl, "What little you may have, be prepared to lose it all." Because it will happen. I've watched it happen to several of my friends first-hand. However, I adamantly disagree with how government handled the opioid crisis when it comes to discarding pain patients. The laws created by the CDC in 2016 pertaining to pain management doctors and their patients, I believe fueled both the real opioid crisis we see on the streets and loss of life. There was zero help or outreach by the government or medical community with help for people prescribed high doses of multiple opioid medications abruptly terminated as a pain management patient by their doctors.

Why doesn't the government make more rehabs and don't allow these people to come out from the rehabs for 4 months and don't allow them to leave the rehab with their own free will and thereafter counseling classes this is the only way people will stop taking drugs this experiment has been effective in many countries.

I was all for the decriminalization of drugs until I saw what happens when they are. It reminds me of The Wire when Bunny Colvin creates Hamsterdam. You have junkies getting high without repercussions. But you also have no services in place to treat the addiction. It looks good on paper, but doesn't work when put into practice.

Right, the lack of services was a major issue. The drugs are not legal, you still have to buy stuff from some dude on the corner with no quality control measures who can mix whatever they want into what you buy. You have to legalize, tax, regulate and use the tax's to fund services for this to work.

​@@Kefka.Your approach doesnt work, at all. Services were available but people chose not to use them. People will still buy drugs illegaly even if sold by govermnent regulated places: dealers will undercut. Taxes will not be enough and will require a lot of funding to keep something like you mention viable. Portugal tried what you describe to some extent and funding was one of the major issues overtime. All decriminalizing or legalization does is create more addicts in the longrun and demoralize a society further. Drug issues tend to not be a major issue when your society has morals.

I had a kidney stone in the early 90's and went to the ER. They put in an IV and gave me fentanyl. I literally thought I was going to die! I felt a cold feeling going up from my feet and legs through my body. I thought, "When it gets to my head, I am going to die!" The feeling started to go away when a nurse came back with another syringe. I said, "Please, no more of that!" She said, "I will just give you half." A lie: they never give you half an injection. I went through the feeling again, terrified I was going to die! Finally it subsided and I said, "I am leaving." They gave me a referral to a urologist. That is in my medical record now on a red sticker on the file folder: NO FENTANYL." That is some SCARY, nasty stuff.

I was homeless in Portland and using meth for the whole year of 2021. After 6 months living in a tent i ended up working at plaid pantry off of se 30th and belmont while homeless full-time, in n 2022 i got off the streets moved to Virginia and totally sober and clean of meth.

You need housing for homeless people and ways to get them off the streets, you can’t just decriminalize and wait for a problem to fix itself. Get people off the street, not just temporarily but PERMANENTLY, and you can get them on the road to quitting.

I live in Portland, the 200 + nonprofit homeless orgs are funded by city taxes, state funding, private funding & federal funds. They’re in business & financially growing with homeless druggie population growing with no accountability. Need these groups moved out of city limits ASAP

It doesn't help to fill the overfill jails with drug addicts, although it's fine to fill them with drug dealers. We need to find a way to stop people from becoming addicts in the first place. This idea needs to be tweaked. At least they're trying something new and different.

Sure, it's fine, they can use *_all of the drugs they can ever want,_* just don't expect any *_real law abiding citizens_* to have any sympathy on them because they've spent the last 3 years robbing everyone of everything that isn't bolted down to feed their habit, and don't expect emergency services to get to them quickly when they're overdosing. Remember now, Portland police and emergency services have effectively had their arms tied behind their backs, to the point that the police aren't even arresting anymore for theft or violent crimes, and hospitals are just saving people from overdose so they can go out and *do it again.* Talk about new and different.

This country has been around for a long time. There is a REASON why drugs and drug users were criminalized. The idea if you make something no longer illegal, then there is no incentive to NOT do it. Which is why you have all the big dark blue cities and states looks like a zombie apocalypse. Same thing with shop lifting. Hurting people and every other crime. People don't do it because they don't want to get in trouble. Let criminals run the streets that's what they will do.

They act like their hands are tied, legalization is much better, as it gives drug users reliable source, decriminalization enables drug dealers to sell adulterated product without punishment.. they knew what would happen, they knew it wasn’t a solution. You cannot tell me that you, and all these politicians have never done a drug before, so why can’t we think logically about the problem and actually do something to fix it instead of unable further adulteration and accidental OD.

How do you fix drug addiction from starting? Stop the supply sure would be a start? Educating kids on it? And yes, if someone is on the street shooting up homeless, they need forced rehab, and closest thing there is now is prison. Mandatory 60 days for drug use. This forces you to get clean, and start the process with a clean head. Right now there is no one able to do anything and these drug addicts waste away on the street. You think wasting away on the street not be prosecuted is MORE humane then locking them up unable to use, and get a clean head? And MAYBe be able to break the addiction? @@greg9069
