Clash of Ninja/Gekitou Ninja Taisen (Naruto 3D fighters on GameCube and Wii) has a great take on the idea too, since some characters can transform up and down (Sharingan) to mix up their advantage state and get grabs. They don't have explosive bursts like Naruto or Rock Lee but all of them get some sort of adjustment to their core moveset ranging from just a super (like Budokai) to almost being a new character. Installs as some people call them are interesting in themselves but I think more games should try to activating them an asset in their own right as well as getting rid of them if need be. Budokai has it baked into the 7 meter system.

It's a Dual TAS, I was controlling both characters.

They both have great perks, it depends by what you're looking for in a game.

IW has better fighting mechanics while B3 has better content.
