Yes - the liquid dye will have a more diluted/pastel effect and will probably spread more. And with powder you may get mottling from undissolved dye, but it can be avoided by doing it inside out and dissolving any clumps with hot water.
Not much point with the same colours, but I've done it with different colours - usually light under ice and dark over ice. It doesn't seem to change the results.
