Great valve for when an old house where the city shutoff is buried and the house shut-off is leaking

Hi there. I'm hoping you can help me. I'm at the stage of lining the 2 dots up, however both dots are on the cutter plug 180 degrees to each other. Do I just line them up so that they are in line with the pipe? Or is it just a fault with my unit?
