The rulings page is right, it was an official ruling that Cross Porter cannot use its search effect when sending itself, you can find the link in the Yugioh Wiki. It however makes no sense to me, given that sending was ruled not to be a cost back then. I guess many rulings made no sense back then, because of Upper Deck and the TCG/OCG split.
