Editorial With Sujit Nair | IAS Puja Khedkar Case: The Rot In Our Bureaucracy | UPSC | Maharashtra

In this episode of ‘Editorial’, Mr. Sujit Nair speaks on the pertaining issues in the Indian administrative and civil services in India and highlights the infamous ‘Puja Khedkar Case’. Mr. Nair says how people like Puja Khedkar circumvent the administrative examinations and enter in civil services. Suggesting various reforms, Mr. Nair says that there should be lateral appointments in the civil services where subject experts can enter the administrative services at any age and handle the related department. Another reform suggested by Mr. Nair is the intermediate examinations in the administrative services. This means that like a medal-winning Olympian, where he/she has to again qualify for the next Olympic, a civil servant should also have some examination after they clear their civil services examinations.

very well said Sujith - IAS officers are suppose to monitor Revenue and Expenses - but look at all PSU losses year after year in-spite of CAG reports - why do they even have CAG if no one is responsible to act on their findings - for last 70+ years - totally agree every govt dept must have KPI and lateral outside experts to fearlessly and boldly analyse and improve

This system is exactly followed in the UK, as you mentioned. They improved the system, while giving us the system, yet we are still stuck to this outdated method. They got to know about the system's caveats and flaws and took steps to address them. We should do the same instead of being complacent.

No developed country gives their public servants the kind of perks that IAS officers get in India. Public servants, even their at high levels, use public transportation and live in their own or rented houses in those countries. No special treatment anywhere. India has a multitude of modern day sultans who are beyond laws and indeed live like sultans. That kind of entitlement for both politicians and public servants should stop.

Good editorial which has brought to lime light the luccuna in the systems. Any system should have an objective and several expectation under the objective in line with overall government policy. Every expectations shall have a process/programs in place to ensure the expectations are holistically achieved. I am not sure every position holders are provided with job descriptions and an orientation has to be provided prior to take up positions. If this done accountability can be fixed. All these procedures if available are not put in practice with no check and balance. Hence a complete revamp of the system is mandated.

Sir, your editorial is something every Indian should listen. The rot in bureaucracy is the system.The politicians are also to be blamed for the rot in the system.The problem is that ones a person gets into an IAS he or she thinks that they are equal to God or only next to God.They think they know everything on this earth,he or she becomes expert in every field.Also the problem is an IAS and political boss becomes partners in corruption looting nation as much as they can.Ofcourse there are honest and good officer's among IAS but as usual in India if you are honest you will be always targetted by politicians and posted in insignificant post as punishment posting, so even some of those good officer's succumbed to the rot system. God bless our country.

Great editorial. BUT we reap what we sow. If we are corrupt, we are corrupt in all walks of life. Examination or assessment for promotion or lateral entry or any other rules/law would fall flat. A common man can only think to get some relief from courts and courts do not get time to list cases and when they do, they say the justice is NOW TIME BARRED. The courts lists or decides cases 5,10,20 years after they are filed . GOD BLESS US.

Definitely, the right topic at the right time. Bharat needs specialists in the form of consultants like we had Nandan Nilekani in Aadhar card. USA, UK and many other consultants from different walks of life and from different sectors of the economy and make Lateral entry in the administration of the country even at the age of 40 , 45 or in special cases even at the age of 50 or 55 years since by then they have great experience and degrees.

In America civil servants are hired based on the qualifications for a specific role, not a general exam. Or entry through internships.

@@kenlandon6130 That is what I am saying, Nandan Nilekani was hired by Indian Government as he is an IKONIC figure in IT industry of India and I am sure he had not given any UPSC exam, similarly we should appoint IKONIC people like Nandan Nilekani, which is a privilege for Indian Government that he accepted to work for Indian Government, Rashtrapati Bhawan or PMP should thanks him, as for sure he did not come to join Government of India just only for money or LAL BATTI OR GOVERNMENT BUNGLOW OR SEWAKS. UPSC should appoint such IKONIC figures, and no need for exams also for such IKONIC personality, they are Board of Exam themselves, their name sells.

Remember a revolver wielding probationer of that service years ago who was helped by a Governor who reportedly requested the then Home Minister to intercede and rescue his career against the opinion of the then Academy Director.It was all in the newspapers those days.

Don't describe IAS, IPS as if they are God or protector of us.They are simple government employee, responsible to the legislature and those legislature are elected by the people of India. Infact everyone including legislature and these bureaucrats are protected by our "Indian Army❤️".

Indian army had zero power and influence in your day to day life. An IAS and IPS decide the course of your day to day lives. They control and guide the direction in which administration and security (internal) goes. They decide if its development or crime that will be in power. They are not like elected representatives, who if found to be useless can be made to sit at home after 5 years. Here , the appointments are permanent and so is their influence.

Sir, I completely agree with your view that India should possibly allow parallel recruitments into the Administrative Services, the bureaucracy is designed to never allow this. We can be taken on-board as domain experts on a committee, but not as a part of the state machinery. The reason is our IAS is still the British ICS in disguise and has a degree of elitists and entitlement attached to it. What one learns in the two years after qualifying for the IAS training is to develop the rhino skin to digest personal remarks, the tact to handle matters in a bureaucratic way and give all kinds of diplomatic solutions where every party involved feels like a winner. Anyone from outside has a lot to catch up and its not easy to survive. It is a world where one is judged not on their work, but position and pay scale.

I am an eighty two year old super senior citizen and I had an unfortunate occasion to meet a DC in Kapurthala to get some information on my complaint about my land grab case which was addressed by Punjab NRI minister and DC gave me assurance in his presence to solve the case.But myself and my wife both were abused by that DC who is much younger than my sons.We were shocked.Although British masters have left our country but our governments are still using the same slave mentality.

Need of an hour to set regulation. To ensure country administration is under qualified- upgraded and under honest leadership. Politicians are just to pass the laws in parliament/Assembly-but actual it is these adminstrators who are sole responsible for country development.

I am with your findings. There are still more issues 1) the present number of attempts allowed should be reduced to two. At GrA level what we should look for is intelligent well educated person of young age, not a hard worker. Getting through CSE on 4th or 5 th attempt indicates that he/she is a hard worker. Such people are goid for supervisory job only. So limit the number of attempts to two 2) reduce the maximum age to

On NCL for OBC, for the wards of gov. servants, the 1993 DOPT order clarifies that their parents position in gov determine their NCL status. On income nothing is mentioned in their case.

Puja khedekar is one example & there may be plenty of this type cases in the recent past. After formation of govt whether it's in a state or at the centre, cabinet ministers select those IAS officers who are ready to toe their line & sometimes act as conduits for wheeling & dealings. Our electrol system so strange that even those jailed can stand for election & recently two fugitives won the elections even though they are behind bars.Tax paying & law abiding citizens when apply for passport, policeman come to your door steps for verification & of course for some consideration.This is our India 😊.

The civil services in India have been trapped inside a time-warp of the colonial past, they have turned anachronistic and have shut their eyes and ears to a new and changed environment over a 77 year period. Extremely drastic steps will be needed to change all this, for which our elected representatives too are unprepared. So how does the entire process come into motion. A puzzling question for the common citizens.
