4:01 to be fair that sword must have an ability to shield itself because Fulgrum should have noticed it. In fact the other Primarchs should have noticed it. It must have had a perception filtre on it.
Fulgrim also should've gotten the hint by virtue of how the temple room he found it in was filled with a Laeran orgy and a purplish pink miasma that had a drug-like effect (both of which should've been a MASSIVE red flag). As for the sword not being noticed until it was too late, Slaanesh was most likely fucking with peoples' psykic senses, considering that MAGNUS, MALCADOR AND THE EMPEROR didn't notice just what was wrong with the damned thing either.
I think you are a bit too hard on him for being a smart precog with a record of mistakes and poorly executed plans. The whole 40k setting is filled with clever fortunetellers getting things wrong, misinterpreting visions, getting things right but screwing up their own part in it, being clouded/tricked by Chaos, and simply not seeing things as clearly as they think they do. The Emperor (missing other perpetuals screwing his plans and his own many screw ups), the Cabal (being at least a century late with their plans aside from said plans being suspect at best), Magnus (about basically everything), Erebus (thinking Sanguinius could be converted or that he commanded fate while not seeing Kharn coming), Konrad (being one of the best precogs in the setting while being blind to the nature and variability of his visions), the list goes on.
Sure but unlike humans, Eldar have done that for several million years so they should have come up with, who knows how many methods to make sure that there are less mistakes but no they fuck up just as much as the humans when it comes to farseeing.
Honestly, Eldrad not telling a Craftworld to move is more an issue with the Craftworld Eldar as a whole. If they can just move the Craftworld somewhere else, there wouldn't be any stakes.
There's also the potential paradoxes, similar to time travel paradox of you cant change the flow of events if you're apart of them due to the blowback potentially being exponentially worse.

Edit: I had to add 'apparently' because somehow I couldn't find confirmation that Eldrad had ordered that one, and honestly most people don't seem to give a damn about the names of other Farseers.
Did we ever get a confirmation that it was Eldrad who caused Angron to become, well, Angron? I feel like the next Primarch vs. Primarch novel might shed light/retcon that Eldrad, surprisingly, had nothing to do with that event. Probably tried to stop it, even.
Ahem..........................YES HE IS THE BEST THEY HAVE THE ELDAR DONT GET THE FUCKING IMPERIUM JIZZ FEST FOR A GOD DAM CHARACTER EVERY 5SECS, honest if the eldar were treated with respect and care there would be hundreds of characters either better or equal to Eldrad but no we don't live in that reality we live in the one where only space marines get more space marines.

As far as the Phoenix Lords are concerned, they have the cumulative knowledge of hundreds of Eldar and the finest equipment the Craftworld Eldar have to offer, but at the end of the day it's a regular Eldar that's being possessed by the psychic ghost of yet another ancient and highly skilled, but still totally regular Eldar. It's like expecting Old Man Yarrick to 1v1 Ghazghkull without a goddamn artillery line behind him; Yarrick is a badass, but he's there to match wits with Ghaz and potentially deliver a killing blow, not try and beat him in a power klaw wrestling competition.
To also be fair, the Phoenix Lords are still Aeldari, Aeldari are a race of supersoldiers. They’re not as strong as Space Marines in terms of brute power, but Harlequins, who are physically normal Eldar, can kill Custodes. And the Phoenix Lords are, without question, the most skilled warriors in the setting. They all have tens of thousands of years of fighting experience. They beat EVERYONE in terms of sheer experience and skill. They also warp reality, literally rewriting the future around them. And have demonstrated supereldar feats of skill, such as Bahharoth moving at speeds even Aeldari can’t keep up with. They’re not just skill, they are magical, the bodies they possess cease to be normal.

To be fair if he asked the craftworld to move he'd likely get an extremely arrogant response from its leadership. Eldar tend to Eldar each other as much as they do humanity. Then they'd probably blame him for not doing the Armageddon thing.
The Harlequins are the absolute peak of Aeldari capability. They’re the best warriors they have, if anyone can, from any other faction, it would be the Harlequins. It really isn’t impossible, hell, they even have an advantage, speed, and unpredictability cause you can’t event predict and Eldar, let alone a Harlequin. Custodes are overhyped, they can get jumped by Space Marines, so Harlequins can shred them even easier.
