In a utopian future all citizens are educated on the dangers of gambling and if they still want to play, they are capped at a certain amount of losses per year based on their income bracket. Once they hit their loss cap they cannot gamble anymore and since all gambling is legal and heavily regulated, the damage from illegal gambling is severely lessened.

Never been to that place (canadian), but simplifying it down for a moment, let's say a slot machine that has win:lose at 40:60. It costs $1 to play the machine and winning gives you $2. Over a hundred plays on average the player would have come out with $80, or would have lost $20. If the casino were to allow a second player to gamble on the results of the first player, you could simply change the payout rates. If you were to payout the same 2x rate then yes, the casino would lose money. If instead you were to do a rate of, say, 1.4x, it makes money. The second player gambles $1 every game, and if he gets it right he gains $1.40. Over 100 games on average the second player would make $84, or would have lost $16. Thus on average both the results of the game for the first and second (gambler) player would make the casino money. 100 games, Player 1 spends $100, retains $80, Lost $20 100 games, Player 2 spends $100, retains $84, Lost $16 100 games, Players spend $200, retains $164, Lost $36 For this in a different light, just look at gambling on sports games. The payout rates are related to the deemed odds of given outcomes, but slanted so that on average the "casino" wins.
