I feel it slightly relevant to note that, for people who like to think long term, Kain just got his LD in JP. So, while you won't be using him for several months, getting his ex now is one less piece of gear you need to pull from that banner later.

I'd pull... but the last month was hell on my resources and going all in on Terra didn't help either. That being said, I might pull for him later on after I pull for Garland. We'll see of course.

He's adorable and I liked him in 6, but this is another pass - higher priority pulls coming up and the fact that he can't enchant the party really hurts him IMO. No HP damage up ability is also really bad.

I just feel like Mog needs one more little thing to make him a character worth pulling on. What that thing is, I'm not sure. Maybe a bit more damage, slightly better auras, something. I like how he can cleanse and sometimes stun the enemies, but I just can't foresee using him over someone else. Wish he had a party wide enchant.
