You're putting too much emphasis on "worth" and "value". An enthusiast isn't looking for a project car to "flip". He/she is looking for something to spend a lifetime building the car they want and enjoying the experience of owning it. They're not taking it with them-"value" and "worth" are meaningless after they're gone. For an enthusiast the worth and value is in the time they spend on Sunday afternoons in the garage in February tinkering with their favorite car waiting for the snow to melt so they can get it out again. Or the looks on people's faces when they pop the clutch as the light turns green. The owner of the last restoration shop I worked at sold a 1913 Reo truck to a retired doctor. Wasn't much to it-seat on a frame with drivetrain and controls and that was about it. The doctor was in his 70s and everyone knew there wasn't a hope in hell he would finish it. But that wasn't what buying a project was about. He simply wanted something in the garage to while away his days working on _his_ truck. And it wouldn't surprise me in the least if my old boss didn't buy that truck back after the doctor died-and likely for less than he sold it for. Cater a little more to the enthusiasts instead of just the small world of youtube flipper channels. Somewhere out there is someone who saw a '66 Coronet 500 cruisin' the small town they lived in when they were 16 and thought it was the sexiest car they ever seen. And they're not going to care about a state issued VIN. It's about the car.
