persian government IS new but the old govt abilities for it aren't. They used to have the feudal theocracy reform which used to only be available after forming the caliphate or I think andalusia. The abilities are pretty sick you get dev cost and claims on ur neighbors if they have a different religion

no. why do you need siege ability when you can get almost 70% fort defense with almost free forts with just defensive ideas + government reforms + estate privilege. Defensive has amazing policies with humanist. my build is usually explo-quality-humanist-defensive = 80% land attrition. you lose very little manpower while sieging forts, AI loses all the time siegeing your forts. ez prosperity everywhere. fun times

​@Suhas Chintala fort cost is irrelevant for any time past about 1520 when monet isn't a big concern anymore. If you just win the battles you shouldn't get sieged that much anyway, it's very costly to devastation and manpower to win on your territory, devastation and prosperity mechanics encourage fighting on enemy territory.

@@pyroparagon8945 i keep fortifying every area i conquer with -80-90% fort maintenance bonuses. and state everything. prosperity = more money 25% goods produced and -10% dev cost ==> a prosperous fully stated core empire is more relevant to me than a vast low dev devastated empire until age of absolutism. When you unlock high absolutism, i take national ideas + idea groups which allow for fast expansion for cheapsies. inno defensive quality explo are must-have idea groups anyways with very good policies. land attrition reduction saves so much manpower its criminal to ignore it.

I haven’t had problems with attrition either to the extent that I need to worry about stacking land attrition modifiers. In fact I have never ever stacked land attrition modifiers. It doesn’t make sense when you can invest in higher army quality, specifically discipline, so you win your battles while taking less losses and you prevent your enemy from sieging you in the first place? You can save a little bit of manpower by not having high attrition but AI attrition damage is capped at 5% so the AI isn’t going to take very many losses sieging you down. You wouldn’t have to even worry about defending your lands with the defensive ideas if you took a good military idea group and win your wars fast. You can save manpower by just practicing better army placements and by not taking bad battles. For example place 10 artillery units to siege a level 2-3 fort and keep another army in a nearby province with a high enough supply limit… and your manpower losses will literally be negligible. Developing manpower makes a big difference too, which it seems like you do since you like to have the prosperity, so why do you care so much about defensive? It’s essentially a waste of an idea group

I think that's intentional though. At least with the Ottomans, part of the main thing was making possible for the Ottomans to collapse due to decadence rather than just continue to snowball into a monster (though they still can)
