In 2021, European governments and EU institutions strengthened many aspects of their democracy support, creating new initiatives and setting aside billions of euros to tackle mounting challenges to democratic norms. Yet, clear weaknesses remain in European democracy support, both within and beyond Europe.
Carnegie Europe's European Democracy Hub have just completed a first comprehensive annual review of European democracy support in 2021. This summarizes how and where the EU and European governments supported democracy in 2021 and assesses how effective these policies were.
This analysis identifies major policy developments in 2021 and suggests crucial issues to watch in 2022. The EU has begun to improve the way it does democracy support but must also confront pressing challenges that have appeared on the horizon.
