Think he's stood on one of the domestic platforms. I believe that for the Eurostar platforms, you're only allowed onto the platform no early than about 20 mins before the scheduled departure time

this video is of an ECS, so no there weren’t, but the same train is still used on eurostar services to paris and brussels

its just an empty transport of the train to move it somewhere else
