Homeless Loki is from Secret Wars from 2010s. He showed up in the Thor comics from secret wars and was an informant to Beta Ray Bill.

I doubt it was that hard for Ultimate Loki to trick the Ultimates. Almost every single person in the Ultimate Universe was a dirtbag. With Ultimate Spider-Man and his cast as some very rare exceptions.
