Maybe the vision of poverty is cultural. For people come from industrialized countries, the poverty is to not have an apartment or a brick house, and a consistent cash salary. So when they visit a countryside village where people have no apartment and no consistent cash salary, the village people is considerate "poor", whereas the village people has better life than an urban homeless : they have a roof, they have minimal agriculture to survive, and large green space to live in calm, no traffic noise and air pollution, so the parents already do more things for their children than an urban people because they already shelter, feed, and dress them, and also give them a vegetable healthy space, the bare minimum, that's why they continue to make children.
poor "Songpaw" (I don't know how her name is spelled) @9:00 you can see her looking disappointed that she didn't got to be part of the kids that recieved an uniform, but then @13:10 she eventually sneeks in and gets one, and it so happy !
