Gems are born knowing what their purpose are. Rubies are specifically made for sapphires and thats why ruby knows who sapphire is. Sapphire can look into the futur.

This means when garnet first fused, the memory of Rose telling her about love came back. Then spinel, when Steven tried to leave the memory of pink never returning came back. Certain memories being relapsed require certain actions. Hope this helped!
