On March 7, 2023, I Trp. Mason Redding observed a white passenger car traveling eastbound on State Highway 22 at
approximately 100mph. Upon activating my emergency lights and sirens, the driver sped up to approximately 113mph. The
driver then turned North on Leo Avenue. I informed dispatch that the vehicle was fleeing.
The vehicle continued to flee at a high rate of speed traveling North on Leo Ave. Upon coming to the intersection of Leo Ave.
and Old Military Road, the driver, Mr. Swanson, came to an abrupt stop and attempted to exit the vehicle. At that time, I utilized
the front right corner of my patrol car bumper to stop Mr. Swanson from opening the door completely. I then physically pulled
Mr. Swanson from the vehicle in order to maintain positive control of him, as well as prevent him from fleeing on foot.
While attempting to place Mr. Swanson into custody for fleeing he continually disobeyed commands to place his hands behind
his back.
Once in handcuffs, while attempting to place Mr. Swanson into the rear of my patrol vehicle he continually pulled
away and attempted to walk away. At that time Mr. Swanson had to be placed face down on the pavement prior to placing him
into the rear of my patrol car. While speaking to Mr. Swanson, I detected a strong odor of intoxicants coming from his person.
Mr. Swanson's passenger, Hayley Willis was also taken into custody for a felony warrant out of the Logan County Sheriff's
office. While speaking to Ms. Willis, she stated that when they passed me on Highway 22 she told Mr. Swanson that I was a
police officer, and that he should pull over. She then stated that she continued to tell him to stop during the pursuit, but he
would not.
While conducting an inventory search of the vehicle, a half-empty, open bottle of alcohol was discovered in the passenger
floorboard. When I removed it from the vehicle, Ms. Willis stated that it belonged to her.
I contacted the Logan County Sheriff's Office in order to have a Deputy transport Ms. Willis to the jail for her warrant, as well as
having an open container of alcohol and drinking on a public highway. Once at the jail, Mr. Swanson became irate and began
cursing. While attempting to read Mr. Swanson the Arkansas Statement of Rights form, he again began cursing and continually
interrupting me. Mr. Swanson was told to sit down numerous times but again refused. Mr. Swanson then had to be removed to
a cell due to his behavior.
Mr. Swanson was charged with 5-54-125 Fleeing (F), 5-54-103 Resisting arrest, 5-65-103 Driving While Intoxicated, 5-65-205
Refusal to Submit to Chemical Test, 5-71-218 Open Container, 5-71-212 Drinking on Highway, 27-16-303 Driving on
Suspended DL, and 27-50-308 Reckless Driving.
