On July 8th, 2022, I was notified by TAPD Officer Tanner Freeman that Texas DPS was in a high-speed pursuit of a red Hyundai Elantra. I was advised the Hyundai was throwing bundles of white powder out of the window. The pursuit was Eastbound on Interstate 30 about to enter Arkansas. Troop G communications contacted Texas DPS communications. Troop G advised the pursuit was entering Arkansas and they were giving updates on the location of the pursuit. I went to the 2-mile marker on-ramp and waited. The weather was clear and there was medium traffic on the roadway. I saw the suspect vehicle approaching with Texas units in pursuit. I entered the highway and attempted to slow the vehicle down by getting in front of it. The vehicle was able to pass me on the left side. There was a New Boston Texas Police Department unit involved in the pursuit. I asked the Bi-State dispatch to have the New Boston unit back off. Cpl. David Hamilton entered the pursuit at approximately the 6-mile marker.
Cpl. Hamilton became the primary unit in the pursuit since my unit is a low-profile vehicle. Speeds in the pursuit reached 131mph. The suspect vehicle was driving very recklessly by passing on the shoulder numerous times, cutting traffic off, going in between vehicles, and swerving left to right. This type of driving behavior stayed the same during the entire duration of the pursuit. Speeds stayed over 100mph until traffic slowed the suspect vehicle. When Cpl. Hamilton would get close enough to attempt an intentional intervention by utilizing a precision immobilization technique (PIT), the vehicle would swerve at Cpl. Hamilton or pass slowing traffic on the shoulder. The Hope Police Department attempted to use spike strips on the vehicle at the 30mm, but they were unsuccessful.
At the 36mm, Trooper Antonio May and Trooper Robert Neese were setting up two sets of spike strips. Trooper May was in the median on the north side of the roadway behind hardcover, and Trooper Neese was on the south side of the roadway behind hardcover. When the vehicle approached the spike strips, it almost came to a stop. Trooper May left his hardcover. The suspect vehicle then made a sudden left turn into the grassy median towards Trooper May. Trooper May had to turn around and run out of the path of the suspect vehicle. The suspect vehicle was able to miss the spike strips and get back onto the roadway. At that time, Cpl. Hamilton was able to perform an intentional intervention by utilizing a PIT on the suspect vehicle, spinning it off the roadway into the ditch on the right side of the road. Troopers were able to take both occupants into custody without further incident. The driver was identified as Larreal Pope, and the passenger was identified as Kendric Bailey.
During an inventory of the vehicle, I located a small baggie of marijuana in the passenger door pocket, a baggie of marijuana in the center cup holder, and a suspected ecstasy pill in the driver's seat. Both occupants were taken to the Hempstead County jail. Pope was charged with felony fleeing in a vehicle, aggravated assault, possession of a controlled substance schedule I, II less than 2g, and possession of a controlled substance schedule VI less than 4oz. Bailey was charged with possession of a controlled substance schedule I, II less than 2g, and possession of a controlled substance schedule VI less than 4oz. The drugs will be sent to the Arkansas State crime lab for further testing.
