I politely disagree. When banks lose money it's a big deal. If I were the bank manager and I wanted to keep my job, I would have (sadly) performed the same "investigation".

@@caesilva9844 I think you're not realizing that without a banking relationship, you can't use direct deposit. And without direct deposit - you get paid with a check, or worse, a lame gift card that charges you a fee every payday, and in some cases maintenance fees. No bank - then going into one to cash that check is an ordeal. Often times, the bank will tell you they don't know you and think the check is bogus, and if it's too late, they won't call the employer to verify. In larger cities, where fraud is really rampant, having a bank relationship is critical. Alternatively, there's a credit union, but they have this nasty thing called "Cross Collaterization". Suppose your employer bounced your check - that money comes out of your other accounts instead of just negating the value of the check and a usurious fee, which can lead to more problems. So, while I can understand a lack of trust in a bank, in this day and age, it's almost mandatory if you're traditionally employed and get paid consistently.

These are the types of circumstances that can break a man. The bank refusing to help, and him having knowledge of who stole his money? Let’s say he needed to pay his rent and was about to be homeless. If he had followed the man home and violently retrieved his money, it could have ruined his entire life. Everyone has a breaking point and I’m glad this wasn’t his.

MOST STATES have a law: If you leave your keys in your car, then it’s your fault it got stolen. Both you & the thief get prosecuted. (Same legality should apply to ATMs that are not logged out by the customer.) .

@@electrictroy2010 This could be simply resolved by having the ATM require the PIN again before completing a withdrawal operation. at least if a physical card was not used. Many of them already do this for mobile app transfers.

Not everyone knows that the system stays open after your finished with the transaction. It's the banks system and they know that there is a SECURITY FLAW in the way that system works, Sorry but the onus should be on the banks to ENSURE that my money is safe in their hands. The most appalling thing is that the bank didn't even bother to arrest or chase that same guy away to prevent further scams to their customers after the initial reports! They acted like it's none of their business when the guy tampered their ATM machines. Just disgusting! I think there must be an insider job, this makes no sense!

@@IAMInnergy The deal is they have to tap their card or phone, then leave the window open AND the guy behind them has to see their pin number. The pin number has to be reentered for each transaction!!! It is a scam but it is also a severe lack of situational awareness on those that got scammed!

Well one of the easiest way to avoid this is to get a receipt at the atm before u walk off. Simply becoz a receipt will only be provided after you click on no aka the transaction ended.

@Pens4Life Clearly you haven't seen the many news reports done on this same issue at the same chase bank. Use some common sense, the bank is aware of the problem obviously everytime the card readers are blocked they could easily roll the cameras back to see who is doing this. Just how more and more people see this story and come forward obviously it would be weird for the same person to at an ATM for hours on end making multiple transactions.

I never walk away from any atm but until it says thank you for your business and goes back to the main screen. I’m surprised how many people just take cash and don’t close the transaction. I have to wait for their session to time out to use my card. I feel like this is common sense.

As it happens, sometimes I use an ATM. The bank whose lobby holds the machine has provided a waste basket there on the floor. By mid day, there are probably dozens of discarded (not crumbled or torn) paper receipts from the day's business. I always take and pocket my receipt, and wonder why many others are not concerned about the information printed on theirs before they discard them in the trash can right beneath the ATM.

I had my car broken into and the thief took plenty including a debit card. Walked across the street to use it. Despite being on surveillance cameras as we knew the exact time, the police refused to budge a finger to look into the matter and help get my stuff back. It’s appalling.

What investigation? Oh, you mean that their customer were not responsible enough to close out their own account when finished with their transaction(s)? Is it the bank fault that you left money in the cash dispenser after a withdrawal? The customer have the option to visit another ATM when they notice something suspicious at the one they're at.

You are so right the arrogance. Many years ago in Australia we were fighting for money that was overcharged. It was part of a contract. My husband was fighting with this woman. Her attitude was dreadful. Anyone would think it was her money. Anyway I went and saw this woman myself. I took the contract that outlined the fees. Back in that day there was no email. She took me to an office and I showed her my contract and how we were overcharged. She took the contract and came back. When she returned the page of the fees outlined was missing. This staff member had removed it. I was so shocked. I got up and went past security and screamed I want to seee a manager and that woman needs to stay away. I then had to tell the manager what happened. Thankfully the fee which was overcharged was part of a bundle. There was another fee taken out that didn’t aligned with the same amounts that they charged. So he believed me and we was refunded. It proved what we signed for. Still today I am shocked at that employee who took that page out ….

This is gross negligence by Chase Bank. Chase knows this scam is happening and takes absolutely no action to stop it, or prevent it or even warn about it. Chase even has the video of the scammer in action and yet doesn't even bother to review it. With that level of gross negligence, Chase is effectively a willing participant in the scam itself.

I love how the bank isn’t noticing the same people loitering around the ATMs like this. No reason anyone with non-shady motives would be just chillin by the ATMs for an extended period of time. Great security, guys. Also anytime I go to an ATM and something is off like the card slot isn’t working I’m leaving and certainly not gonna take advice from a convenient helpful stranger. The bank is one place you absolutely need to be on high alert and wary of anyone trying to talk or interact with you in any way. I’m here to get my money, not make friends.

Yet another detail that makes me think this is gonna turn out to be an inside job by one or more branches. If that card slot remained broken for a long period of time, I would expect customers to complain, especially at a busy location. Hopefully staff would check the ATM (either outside or the error messages generated inside). Since so many customers were impacted, exactly how long did that ATM stay "broken" before branch staff did anything about it? Again, this detail makes me think branch staff may have been in on the scam. Trust me, the branch would either fix the card slot or put up a sign, etc. just to keep from having pissed off customers keep informing them over and over. Something just doesn't add up here, based on my bank work experience.

They need to get someone to come and service the atm. They don't have access to security footage unless taken to higher ups and they're definitely not paid enough to be a security for the store.

I always make sure the ATM is closed after making my transactions, and that's the problem with so many people in a rush, knowing there are scam artists around waiting for people like this at an ATM. You can't take chances, even when you think no one is around, don't be vulnerable. Banks don't protect us or our money, be alert.

Seriously, if I went to that ATM and there was a card glued to the ATM slot, I'd take a wild guess that the ATM had been tampered with. And I sure as hell wouldn't do any kind of transaction with a creepy dude hanging out, watching, at the obviously tampered-with ATM. But if I went back to that same ATM, it was still glued, and the same creepy guy was still lurking, I wouldn't "be suspicious" but go ahead and do another transaction anyway like this guy did. I think someone should call the Public Guardian office and report him as someone in imminent danger of being defrauded because he's incapable of managing his own affairs. That doesn't let Chase off the hook in any way, but JFC dude.

Therefore, he clogged the card reader and forced the tap only option. He just temporarily exploited a software bug for the few people that were accustomed to having the system log you out.

@@CholoKiD92 yeah but when you insert your card once you do anything like check your balance or get money out if you say yes you want something else it makes you re-enter your pin or reinsert the card so it’s not possible for someone to drain your account. That’s the whole problem, people are assuming it works the same way inserting your card does, because there’s no reason it shouldn’t. You can’t blame them for not realizing the bank would fail to put basic security measures in place. People are forgetful and absent minded at times, those little fail safes like asking someone to re-enter their pin are so easy to implement and obviously save people all the time who are inserting their cards.

This is why I really take my time to close my transaction to a point where I would see a 'thank you' message or an ad on the screen before I leave the ATM. It is unfortunate that a customer has to go this length just to prove a theft is taking place at the ATM before they are taken seriously.

There should be a follow up on the bank rep that said they couldn't check video without a subpoena. The fact this was happening regularly at the exact same location and the bank didn't take steps to protect it's customers, is worth investigating. It's more likely that the companies policy is to deny anything was their fault, and to avoid investigating it, because that costs them money. Money to do the investigation, money to pay back all the stolen funds, money to fix the problem, and money for the lawyers to defend against, potential, lawsuits. Love the ending when he says “I’m getting people there money back.” I had the same thing happened to me! money was stolen from my card and they denied my claim. There was $1800 stolen from my account and the bank just denied it. I had to keep calling them, make police report until they finally realized I’m not just going to go away and approved my claim and gave my money back. It took weeks and weeks for me to finally get my money back.

You're missing the picture a bit. They don't want to SPEND THE MONEY to prevent this from happening, that is why they're "shifting blame" on their customer. ...and then there is another scam that Michael Finney isn't mentioning here, and this is where the actual bank has to be careful. Criminals are "teaming up". One criminal will do just what this customer did...go up to the ATM, and take out money by tapping their card, while their partner in crime will be off to the side...after having already glued a stolen credit card in the slot earlier...and then step up to hit the "quick cash" part of the screen and grab more cash. Then the first criminal cries "victim" and demands the bank reimburse the money. See how that works? Reviewing the video doesn't help because criminals are a team. This is small-time organized crime that is happening, like identity theft, porch pirates, and cat converter thieves. It's mostly organized crime and they go from state to state to avoid getting caught. Sometimes it's random junkies, but a lot of the time, it's organized criminals teaming up to make money. Heck, here in the SF bay area, a lot of times, it's people desperate to pay their exorbitant rent increases and double/triple food bill when their wages haven't caught up. Someone with Antisocial Personality Disorder may work a full-time job, but if they can't pay for a huge rent increase, they are going to STEAL before they're homeless on the street.

Chase Bank is NOT responsible for the customers ignorance. Make the next person wait. Monitor the screen until ALL activity is completed and you are completely signed off. Yes; you can securely use the tap to access feature.

This story is extremely troubling on multiple levels. I worked in Electronic Banking for ten years. Major banks have an entire department, located at the administrative offices, solely dedicated to resolving transaction disputes. When a customer disputes for any reason, they should be immediately directed to this department so a full investigation can take place. In other words, it would never be handled only at the branch level, or only with one individual bank employee. If these customers weren't directed to do that, that's problem number one. Second, if they all DID deal only with the branch, my first thought is branch personnel are in on the scam. During my time in EB, we regularly pulled camera footage to resolve claims. The cameras belong to us, OF COURSE we can pull the footage! Whoever told these customers that only the police can obtain that footage is either completely incompetent, or up to no good. My bet is on the latter.

@@leegrande8226 I'm guessing you've never worked at a bank, at least not a branch in an extremely busy location (i.e downtown SF, etc). It's more than possible for suspicious activity to go on outside and not be noticed. ESPECIALLY in these days of Covid skeleton crews, where everyone's barely keeping up with their basic work. And even if there were personnel expected to keep an eye out, those could be the very staff who are in on the scam. The guy outside is allowed to do his part uninterrupted, and splits the proceeds with branch people. In my years in banking, we were told of several elaborate theft/con schemes, involving multiple branch staff - yes even including managers. The most suspicious detail to me is if the customers were not told to file what's called a "Reg E claim" with the main Cust Service line. Because that claim would generate a full scale investigation, which would include any shenanigans happening within the bank itself. Somebody didn't want that to happen - now who could that be. Certainly not the customers.

I used to work as a bank security guard during the pandemic and it's our duty to looking out for the ATM customer outside too. It surprised me how a bank in the most advance country let this kind of scam happen.

After one transaction it’s supposed to ask if u want another transaction. If u click yes it ask for your card again and put your pin in again. Bank of America do. Smh

I used to be a fraud analyst at a bank, and although it is correct that only law enforcement can request to see the videos, the bank employees obviously can review the recording The bank I worked for is a giant, international one, and is the only bank I will still consider working at after learning about the others Word of caution: STAY AWAY FROM WELLS FARGO

In this particular scenario most of the customers were card using customers. The way the card transaction works on these machines is as soon as you get the money the transaction is done no delay. (Scammer blocks the use of the card) When you use TAP which most of these customers weren't TAP users and were unaware that the TAP option doesn't end the transaction immediately after the money is taken. It does the prompt do you want to make another transaction. Which with the card those people have never gotten that prompt. The biggest failure though is CHASE's ATM not asking for the PIN again when attempting to make an additional transaction. I have or have had accounts with 7 of the top 10 banks currently and basically everyone else asks for the pin again.

Because of how tap is used for payment where you tap and off you go. People bring that mentality to Chase' ATM and it screws them over. Once a transaction has been made via the tap, the ATM should exit any the customer's account and prevent further transactions until another tap has been made.

It's a faulty ATM design that leaves the window open for more transactions after the first transaction is complete. The bank is liable. It's their machine.

That’s a loophole in their technology systems and should be addressed immediately. This is a risk to the banks reputation and a risk to their customers. They need to update their systems to help fight against the fraudsters

Bank of America requires you to re-tap the card if you select the button to do another transaction. It's insane that Chase doesn't follow suit with such a basic security step that even an amateur QA tester could tell you.

Typically an ATM completes a w/d transaction and you are done...that's why you do a w/d last if you have multiple transactions. If you don't know how ATMs work it's OK to ask stupid ??'s. Chase &/or the ATM manufacturer should be held liable. In the case of a card being inserted, when it gives you your card back you are done. W/the tap you have to close it, which is why you should never tap your cards/phone. It's convenient but stupid. Likewise, you should never use an ATM which has been tampered with. Likewsie all Chase had to do was look at the video and the timestamps wouldn't match...it would take less than a minute. literally.

@@safromnc8616 some ATMs ask if you want another transaction, or have a countdown to allow another transaction, even after a withdrawal. So if you're not verifying the transaction is complete, that's on you. The bank may have a legal/contractual obligation to refund the money in a case like this, but as a consumer, it's your responsibility to not put yourself in this kind of position, which is why I always make sure the transaction is complete

The bank employees he spoke to were in on it. There’s no way that out of order signage wouldn’t be up or that the card reader would be out of order for that long. Especially with that many customers complaining about the exact same thing from that same machine. Plus, how could they not look at his footage and compare it to their security cameras? 🤔 Always make sure you close out/end transactions before you walk away.

You are clueless as to how the ATM cradreader works. The glue is at the entrance of the cardreader where there are no sensors to detect that anything is inside of it. The person lurking watches the victim input their pin number, the session ends but asks, "would you like to do anything else?" A lot of people just walk away after they deposited or withdrew their caah. The thief then quickly clicks, "yes" and proceeds to withdraw money. This could be resolved in 2 simple ways, COVER YOUR HAND while inputting your pin number or chase could also stop this by tweaking their software VERY slightly by making the customer TAP or INPUT card for EVERY individual action that wants to be performed at their machines. BofA even does this, it's not hard and it should be done already.

@Inksday if everything isn’t working correctly, then at minimum there should be something that states what is or isn’t working. The reason why I said “out of order” is because there where several of the same exact complaints from various customers regarding that specific machine. So the bank shouldn’t have shut it down until it figured out what was wrong.

@@johnnhoj15 actually, I’m not clueless. I was a Banker for years and had to perform ATM maintenance at our location. Anyway, you’re supposed to use your hand to cover the numbers, and I did mention that the customers need to exit the session before leaving. That includes making sure they have everything such as their money, card, and receipt, etc. “PIN” stands for Personal Identification Number, and it’s hilarious when people are basically saying “number number.” Especially when they call someone else clueless. Lady, you sound clueless. FDIC insurance is for when banks default. Then your money is safe. It’s not for scams. Also a “direct deposit account” is no different than any bank, because funds are still held in a bank and you still have to retrieve dollars from an ATM.

Bank of America has the same option, but if you tap “Yes” it makes you put your pin in again before doing another transaction.

Apparently when you tap, the “something else” window doesn’t require a pin for another transaction. They need to just add the pin screen to the tap feature too and problem solved.

Chase is the same bank that was on the news recently for refusing to reimburse a woman who lost her life savings due to a scam (a scam that could have been avoided had Chase had better security measures).

Thank you for helping them. And I have heard about this and someone tried this with me. I made sure my transaction was closed out told the person lurking behind to step away while my transaction was being made or I would call the police. After he tried twice to get close I pulled my phone out and he left. I went I side and told a bank official.

Lesson learned, even if you used tap, card, or whatever, don't walk off once you got your money. Make sure it goes back to the original screen that prompts you to insert/swipe/tap your card. Hit cancel a million times even after that to ensure you are logged off completely. I do this with every ATM and even at gas pumps. You just never know. Also shake the card readers like crazy, check the tamper seals. I'm super paranoid about these things.

​@@pinkdollangel Yes it does. Unless there is a skimming device, there is no way to obtain access into your account again without reinsertion of your card. The safety net is COMPLETELY finishing your transaction.
