wow that thing at 1:15 especially with the dB is amazing! Here in Germany you only get what is basically an ad about the company or in case of Autobahn construction a "we build for you until mm.yyyy" sign.
For the ADs: RU-vid wants to either get rid of you if you don't watch ads, earn money by showing you tons of ads, or (preferably) bullying you into buying RU-vid Premium. That is why they have been agressivly increasing the number of ads in the last year. It's the 4/5 stage of the enshittifation cycle.
