In China, community access control is maintained by the community property company, not the government. The fence at the door is an automatic lifting rod with vehicle number plate recognition.

The cameras on the street are for different purposes. Firstly, cameras you see above motor lanes are traffic monitoring with plate recognition for the traffic control department to keep track of automobile movement and catch driving violations. Secondly on main street sideway and public parks these cameras are for recording people's activities with three month rotation. Some of them are equipped with facial recognition to hunt faces of known loose criminals in the Chinese database and maybe international. No one is watching or tracking you behind these cameras. Simply meaningless. These recordings are kept for government use only. When something do happen the authority will have a way to look for evidence. I have never heard of such camera being used for any other purpose. No one likes his life being broadcasted unwillingly, including the Chinese. Suppose you are someone of importance these camera can be used to monitor you in real time but that requires a coordinated misson at city level I really don't think anyone less of a nuclear scientist or a world class weaon dealer deserves such treatment. Thirdly, cameras you see on the smaller street, villages or community entrance are most likely installed by the residential committee for security checks. A lazy security guard is watching at like 60 screens. He can't pay attention to anything. One big reason behind the vast amount of cameras in China is because camers are so cheap. The average cost of setting up one camera including the server and network cost is 200 euro. Very affordable considering the benefit. The second reason is that the government needs to take care of everything if possible. It's a Chinese culture thing. Anyway, it is just another western China bashing properganda to make you be scared. These camera s has little to do with privacy. Truth is even if you do hate China and think it an evil country, as long as you don't carry out political activities like holding a banner publicly, you will be left alone.
