Mr house is the only one that doesn't suggest anything which probably ties in with the idea that he wasn't ok with dropping the bombs as well as the fact that he had the platinum chip made so he could defend New Vegas
mr house new the bombs were dropping, but he didnt know WHEN, so he developed the platinum chip OUT of new vegas and tried to get it delivered, mr house never truly agreed with what vault tec wanted, he just made sure he could save and make new vegas prosper
