This was right around the time that Noel had quit taking copious amounts of cocaine on a daily basis. He has always said that during the 98 World Cup was when he quit. You can tell from his body language and slightly nervous disposition that he was going through some sort of change. He doesn't look comfortable at all.

Noel did an interview with Triple J radio in Australia in October of 2002 where they discuss why he decided to stop taking drugs, and Noel stated: "It was during the 98 World cup in France, France were playing Italy, I got up to watch the match, it was two in the afternoon, and I went straight to the fridge and got out a can of red stripe, and started taking drugs, and then suddenly got the shakes. I thought to myself, 'this is madness'. And then I done some more obviously, and then called the doctor, and that was last time I've ever done drugs."
I always loved his hair cut aroubd this time but also 2000er.. yes around this time he certainly changed a bit...but this how it is wirh everybody. You change when you passed 30...people change at certain pointd in their life.

Answering my own question, I think it might have been AC Milan vs AS Monaco 1994, the Costacurta send-off. But trying to find footage of the incident is an exercise in futility.
I think England will beat Columbia 2-1 with Beckham scoring the winning goal from a free kick. But I predict England will go out in the next round to Argentina 2-1 with Beckham going from hero to villain after he gets sent off for a foul on an Argentinian player like Simione. Just my prediction! And I think Brazil win win the World Cup with Ronaldo scoring in the final, Brazil have played well and are the favourites to win and I can’t see them losing! Not unless something happens to Ronaldo but that won’t happen!
Frank was a recovering alcoholic at this point. He stopped drinking in the late 80s. Noel was definitely on cocaine in 1998. he stopped during this very tournament though
