Depending on what you are selling you may want to start as a subcontractor. Meaning, you would partner with a company already selling to the federal government, you would provide something or some part of a contract with the federal government, but the prime contractor would be the company that submits the proposal and you would most likely be named as a subcontractor on the proposal.
