Hmm... I think his normals dealing 1 damage is made specifically for the barrels. That way he can't destroy them, he can only punch them in your direction.
i'd imagine that it might also be so they cannot realistically kill the player if their health/stun is enabled during that section, as the only moves he does that deal damage he either 1. seemingly very rarely uses, or 2. probably couldn't kill you with during the elapsed duration of the minigame if he used them every time he recovered
I say make these NPCs playable, but also make them complete and functional. Maybe make them kind of low tier but not complete trash. Everyone loves an underdog.
Poison and Hugo were just bog-standard enemies in Final Fight too, kinda sucks that Two P got the shaft like that. If they put him in MM, I hope they give him Duck King styled moves.
Yeah, but at least Poison and Hugo/Andore were much higher-level mooks (i.e. had a move set, more health, more damage, more varients), so it sort of makes sense that they could "transition" into full-fledged characters. The only thing Two P could do in FF was punch and ...slide? I think? They're one of the weakest and most basic enemies in the entire game.
To put the SF/FF universe in perspective, this do nothing punk easily clears 7 feet with a lazy standing jump. The Standing High Jump world record is 6'2".
Capcom fighting universe tierlist would be like Darkstalkers on the very top, then the Street Fighter crew, then Peter, then a Car, then a normal child, then a Barrel, then Two P.

Peter is honestly impressive, he's just an old man with a baton. Two P is much more realistic to how a normal human would do fighting the people in street fighter. Sadly probably even Dan.
Truly don't know how these videos don't have more views. They're honestly really approachable and give a good overview of just why a character is lacking.
2Ps would be perfect. Who could deal more damage until time out? Though it probably would not be super skill based... (Because of his biggest combo having 3 hits)
Well, of course he's a terrible character. Two P's best move in Final Fight is to hit you from the back and immediately backs way when you turn to face him. How often do you get behind your opponent in a fighting game, especially one with Auto-Turn like Street Fighter?
Sadly to play online you'll need two people with the mod, I'm not 100% what happens if you just hop online with the mod installed, but it's probably not good

Where they trying to make him bad? Like what purpose does he serve in this game other than being just a low tier character. These types of characters I don't get, why even create them? Like at least Peter DID damage this character doesn't do anything other than existing.

It pisses me off Capcom never created a “Shadaloo Survivor” to included the Dolls and also never made BONUS STAGES SELECTABLE from the main menu, like WTF Capcom, older games have that so why wouldn’t SFV?! Would have been perfect to revive the Car stage and create a new fun one and Two P could have been a functional Bonus Stage character only ....
Question, is there no data about the dolls? You said at the start there's no data about the NPCs I would love to seem them in action because in story mode, they do have personalities and uniqueness on the same level as Juni and July

It's funny. TwoP and J were two of the most annoying enemies in the original final fight arcade beat em up. Many many people died at the hands of their jab-jab-cross combos when preoccupied with other enemies on screen lmao
