It's kind of like how America has states that have unified to form a country. A year is the time it takes for an object to revolve around the sun. The space station could be closer to the sun causing it to revolve around the sun faster. 15ish revolutions for the Earth could mean 40 revolutions on the galactic federation's space station. Making Summer 40 years old but also 15. In the video, Matpat is speculating a different universe in which everyone looks like Mr.Poopybutthole.
