Hello Sean. Actually, cardinals and bishop also have to follow protocol. They do not get to hang around the Pope even if they are in the same space/event. The ones who have their annual meetings are just allowed the assigned time and must focus on the agenda. Those who do not have a specific assignment such as running a diocese or other type of service or are retired may not get to meet the Pope and not even be in a Papal event. The laity have a higher chance to meet the Pope than they do. Particular Popes John Paul II, Pope Benedict XVI and Pope Francis have made it a priority to spend more time with the laity.
