Remember the Minister skipped him for that position despite many people in the public recommending him. The Minister operates like JZ in a way; he doesn't appoint clever blacks. So my point is that Mkhwanazi will only become a national commissioner when the current minister moves to another portfolio.

Operate like JZ yet JZ was the first to appoint Nhlanhla and even changed his ranking overnight. I first heard of Nkwali ngoZuma. He appointed him as an acting National Commissioner in 2012.
