Optimize for your core location until you're #1 for all of the most important keywords. Then at that point, you should consider your expansion strategy. LA will be much harder.

Nathan, I have one question about ranking on local pack: If my native language is not English, and I want a local business to rank in the local pack in both English and my native language, which is Georgian, is it completely fine to write the names of the businesses in both languages with "/" or "|"? For example: "Dentist in Tbilisi / სტომატოლოგი თბილისში". Is it going to get better results since it would rank for both locals and non-locals? Or will both of these keywords get lower results since I'm trying to appear on both of them?

Gotch, If I'm building a site for a much smaller city, say Biloxi MS, and want to serve the entire Gulf Coast, would those other cities be on the homepage too, or have their own pages?
You can sometimes get away with targeting multiple locations on one page IF they're uncompetitive. But I'd still create a dedicated page for each location because it'll improve conversion rates. For example, someone searching "Biloxi" should land on a page that's specific to that location.
