Thank you very much! I tried this on a picture of a pool that the customer wanted to look frozen, but it didn't really work, probably because in my case the colours are different and I am too amateur to know how to make it better fitting myself. But when I have free time, I want to try this on some pictures like a portrait or a hand like you, just to see it working out ^^

Thaks for the video but as a tip have better in depth explains in your steps and explanation cause in some steps i had to figure out how you got to where you got to on my own. @Art Design

6:56 OMG you’ve never showed inside the “EFFECTS” folder, then just applied it to all the layers. No one knows what happened.

Could you give me a download to the same frost effect? I can't find any other that I like besides the one you have shown here.

In Photoshop 2021 there is no "filter gallery"
