2:52
Rigby: We’re doing an internal affairs investigation for Heber City Police Department.
4:05
Rigby: Whether it’s an IA or you want to call it an administrative review, or whatever it is, it’s the same thing.
23:56
Rigby: What makes you think, though, that the way you perceive it is the way that it is?
27:20
Rigby: That’s what we’re doing. We’re doing an IA.
48:41
Rigby: That might have been your perspective at the time, but it’s been found to be false.
56:15
McTaggart: We’ve been taught specifically to not grab people by the throat.
Rigby: No, I disagree. You’ve been taught to not do a chokehold.
57:28
McTaggart: What you’re saying is not changing my perspective of what I saw. Nothing’s going to change that. That’s why we’re here, right?
Rigby: Well, Lucas, it really comes down to the future - your future in the police department. So you can dig in your heels and say, “This is how I feel and no one’s going to change, and okay, that’s your decision. You just won’t get any trusted positions having to do with DT and use of force, and sergeant, and those kinds of things, because you’re not willing to learn and be open minded to it.”
1:03:48
Rigby: It doesn’t even rise to the level of use of force! Because it doesn’t meet the definition. Maybe it needs to be changed. Heber City ought to go through that.
1:07:30
Rigby: I’m not through with the investigation
1:15:40
Rigby: This is the determination. You’re gonna have to wrap your mind around it, and then from here on out in that direction, at least if you’re going to work for Heber.
1:18:39
Rigby: The only way that you can get in trouble here is if you don’t do what we ask you to do.

This shows how comfortable Rigby is in his position of power. He has absolutely no problem with intimidating the witness knowing that he’s on video. Ironically the witness is more qualified to do the POST job that Rigby lost.

He's just made himself look even worse. This is outrageous. The way he tried to manipulate the witness with threats shows his bias and how police circle the wagons and protect each other. It also demonstrates why police don't come forward. The sherrif is acting like there's no video of the incident or we should all not believe our eyes. This is so insightful into police investigating themselves and what's truly wrong with it.
@DoubleMonoLR
@DoubleMonoLR 7 месяцев назад
It's not *entirely* a case of protecting each other, though I suppose all the corrupt ones probably are, and it definitely seems that way in the most senior positions. Several other officers clearly opposed Rigby: "After watching the video, Officer Lucas McTaggart’s supervisor filed a complaint against Rigby with POST on December 20, 2021." "Two other officers also left the department and accused the city of retaliation. The case was settled for $7,800. A fourth officer told FOX 13 News in 2021 that they were in the process of trying to leave the department as a result of the case."

Rigby is clearly using his power to intimidate the witness. It’s threatening the career of the police officer because he goes into great length to explain how garrity works…. Even though he says it’s not a garrity interview.

This was a "hefty" guy struggling esisting. The Sheriff is right in saying it was "incidental"... doesn't make it OK, but it's no cause for "excessive" force charges. Pushing on a guy to keep him in the car is where this kind of incidental contact can happen. If he'd walked up and grabbed the guy by the throat to begin with it would be different. But that's not what happened.

In their effort to rationalize and make it seem that he was foolish for making his report, the two interviewers 100% contradicted themselves within 30 seconds. They tell him that he should have look taken Institution in addition to his research on the policy, he should have watched the video, and then seconds later they tell him he should have reported this to his Sergeant immediately and not delayed and done any research. This is rationalization speak for you shouldn't have reported this and no matter what you say you're going to be wrong.

My perception. The sheriff is a very clever manipulator, very quietly spoken , reasonable, affable and in his determination was the officer didn’t see what he saw , he was wrong . He should not have been telling the rookie he was training about use use of force that was the departments job . After some time trying to very reasonably and nicely to convince the officer that his perception of the event was mistaken and greater minds than his had decided the chief did nothing wrong . That if he couldn’t accept that and do as he was told he wasn’t being a team player and that his career was over .

I can't see how that could be interpreted as coming across as remotely reasonable or affable approach - it immediately came across as relentlessly hostile and accusatory, not to mention his rambling with an obvious agenda. It was certainly manipulative, but didn't come across as clever to me, he even made outright threats regarding his career. The officer himself clearly saw through it before they finished, despite the stress he was under.

Media always has a way adding there spin on how they want it to sound , there's going to be two sides to every story . First liar doesn't have a chance

But…this was the sheriffs video, not medias. Are you also telling folks they aren’t really seeing and hearing what they’re seeing and hearing?

The way Rigby repeatedly narrated what he was writing down (to intimidate McTaggart) and confirming the camera was still working (before Lucas would answer) was disgusting.

I thought it was just me, but after reading other viewers' perception of this video I know I was spot on. I was not "watching" the video in it's entirety, other than an occasional glance, I was folding clothes. (It would have made me crazy trying to watch with the audio not matching the actual video.) That being said it's probably WHY I was able to pick up on the condensing tone the sherriff had thoughout the entire video! Other than how condescending the sheriff was I'm not going to be redundant and point out all the valid points made in others' comments below! I do want to say I totally agree with the comments and picked up on all the same points made and I'm sickened by the blatant coverup displayed by this department! Oh, one quick point.... As far as the lame excuse that Chief not really meaning to grab the cuffed man by the throat? I'll use the following analogy; My profession for 45 years was a dog behavior and I specialized in dog aggression. When someone tells me their dog "almost bit them my response is this, "If your dog wanted to bite you, he would have because believe me a dog knows where their teeth are! It was a warning!" Nuff said!

ISTG. Lori Vallow, Ruby Franke, Jerod rigby, ….can we be done with these people? It’s like someone poured arrogance into the water but forgot intelligence. I used to love and be proud of this country. Now, I am perpetually embarrassed and disheartened to the extreme.
