Gaara is the only person shown so far able to get one over one of the Otsutsuki without having any Otsutsuki chakra (or the help of someone with Otsutstuki chakra) so far. That is to say, the only one besides Naruto and Sasuke (who are reincarnations of Asura and Indra), and without their help. The guy is a beast.
Your assumption is wrong tho: Gaara does have Otsutsuki chakra, as does ALL humans. Hagoromo divided his chakra with his followers as he didn't believed chakra should be yielded by one person alone or for fightning purposes, but rather to "connect" to other people (unlike his mother). He and his followers produced offspring with chakra (Hagoromo already had chakra regardless because he is/was the son of Kaguya.) Idk how many centuries/thousands of years later, 99,9% of human race has chakra as a product of reproduction with Otsutsuki chakra. To put it simple, everyone in the series who can use chakra has Otsutsuki in them, even if just a tiny little bit. Naruto and Sasuke just so happens to be higher in the food chain because they are reincarnations of "Gods" children/grandchildren.

I don’t know why gaara and the other kage haven’t bothered to learn sage mode and in the case of gaara master the gold or iron sand. Boy needs some serious buffs. He would be strong af if he bothered to become shukaku’s jinchuriki again with sage mode and iron sand. He’d be ridiculous at that point.
not everyone can "just learn" Sage Mode. You need a big amount of chakra to manage to not get overthrown by the nature energy at all. And then again you need time to collect the energy during a fight. The opponent is not just gonna wait for that.

Chojuro is not weak compared to shinobi, otsutsuki is an entirely different level than shinobi's, they're aliens, hes been training his whole life fighting shinobi, hes a kage, yes he can train and get stronger but people need to stop saying hes weak, he went toe to toe with kinshiki and then ofc urashiki here
This doesn’t make any sense because with the Byakugan he should of been able to see that large mass of water traveling at high velocities in his direction. He shouldn’t of known to dodge. You literally can’t have sneak attacks on someone with a Byakugan THAT easily.

It annoys me how much the the 5 Kage have been downgraded for the plot, gaara used to be a serious Heavy hitter, had a deep backstory was a tailed beast jinchuriki not to mention he was the leader of the allied shinobi forces, now he’s just the sand guy that catches falling rubble and seals enemies temporarily
Yes, Gaara and Chojuro were able to keep with a lower rank God (Kinshiki) who was stated to destroy multiple planets with a single swipe of sword. Urashiki was holding back and was playing around with Gaara and Chojuro.

Is it just me, or does this just make no sense at all, like during the war all 5 kages got beaten by madara, and 10 tails madara was killed by kaguya and urashiki is a kaguya level threat, idk it just doesn't add up
So my take from this who boruto theme is that the villains are causing the strong characters to appear weak, because their jutsu are useless to the enemy. I do not think mizukage is weak, i think they were trying to show that he was doing it on purpose, but they didn't execute well, giving the impression that he is weak. If you think about naruto shippuden, the characters peaked in their jutsu, so any other plot would have to really explain why they can't take down these somewhat weaker enemies, so they have to make the kage resort to strategy or be ambushed etc. That being said, we should all know what the kage are capable of by now, and need to think like naruto, they can't just blast away nearby villages fighting this guy. When they finally go to another dimension and were alone, they didn't worry about casualities and imprisoned kinshiki and momoshiki within a minute of plot. they're strong. Although i find it disrespectful of the animators to animate a kage like this : 0:08
